Safety around the Emosson facility: a watercourse downstream of a hydropower structure poses a potential risk at all times! Caution is required.

 

 

Rivers and dangers - signage

Prevention and risk awareness

Rivers downstream from dams and water intakes can present significant hazards. Large amounts of water can suddenly flow into riverbeds downstream, including:

  • During draining of the storage basins or cleaning of facilities (gravel and grit traps).
  • After sudden shutdown of facilities. The valves open automatically to prevent spillovers from the dam or the water intake. These operations can cause rapid, unexpected and temporary rises in water. In a few minutes, the level and the flow of the river increase sharply, carrying away materials accumulated in the bed during the dry period and posing a risk for people on the riverbed. Warning signs have been placed in the areas concerned to encourage walkers, fishermen and canyoning enthusiasts to not be within the vicinity of the riverbed, whose calm and regular flow can cause a false sense of security.

Hydroguides

In summer, from July to the end of August, Electricité d'Emosson SA is supported by a pool of hydroguides in order to carry out active prevention around the bodies of water and rivers of the facility.

Our people first receive training on the dangers associated with operating a hydropower complex. They then go into the field and travel the banks of our waterways to inform walkers, fishermen, swimmers and other river enthusiasts of the present dangers.

They also visit tourist accommodation such as youth hostels, campsites and cabins to teach about risk prevention. They distribute flyers in tourist offices, hotels and restaurants in the region. Make sure to give them a warm welcome!

Water releases

Variation in water level

Variations in water level can occur on the river as part of normal facility operations.

Draining events occur regularly, but most often in summer, which cause floods. Small islands, gravel banks and riverbanks can be quickly submerged. Draining is necessary to prevent hydropower facilities becoming clogged with sand. These flushes allow silt and sediment to be evacuated downstream. In order for these purges to be effective, a large flow of water is released into the river over a fairly short period. This means that watercourses downstream of hydropower structures remain unsettled over a long period and see their flow increase and decrease during the day and night. In order to minimise the risks, Electricité d'Emosson SA does everything possible to carry out these purges at night, however, there are situations which mean purges have to be performed during daytime as well, which is especially the case during summer.

When hiking along such rivers, you must always adopt a cautious attitude and avoid being within the river or on its banks.


Management of dam-related risks

Regular and strict monitoring of the facility is carried out in order to be able to promptly detect any threat to the safety of the structure (for example irregular performance, a defect, major damage, an external threat such as a risk collapse of a rock mass in the reservoir).
Special sirens (water alarm sirens) have been installed in the area at risk of submersion within no more than 2 hours in the event of total and instantaneous rupture of the structure. Annual tests are carried out.


Management of natural floods

The Emosson reservoir can play a key role in protecting against floods in the Rhône valley. The dam can absorb a large portion of precipitation, depending on how full it is, and then attenuate the effects of flooding downstream. Although safety imperatives may conflict with economic imperatives, protecting people and property is Electricité d'Emosson SA’s highest concern during these natural events.

Canyoning

Activities in rivers

Due to water releases that can occur at any time downstream of hydropower works, it is strongly advised not to hold activities in these rivers.

In the Marécottes region, a canyoning company called No Limits Canyonthat has been present for more than 30 years in the area is in close contact with our company in order to limit risks and prevent any potential accidents related to an operating activity we conduct. An agreement is established between each party and before the summer season, a coordination session is held to redefine the procedures to be followed at all times before entering a river.

 


Activities on the Barberine

The course of the Barberine, downstream of the Emosson dam, has experienced a significant variation in its flow 3 times over 30 years which could have endangered the people located in these gorges.

 

Any activity here is associated with major risks, regardless of the circumstances, but especially under the following conditions:
  • During valve operation tests on the following dates:

   – Thursday 15 February 2024
   – Thursday 18 April 2024
   – Thursday 13 June 2024
   – Wednesday 14 August 2024
   – Wednesday 25 September 2024
   – Thursday 10 October 2024
   – Wednesday 5 December 2024

  • While Emosson lake is full (a level higher than 1929.00 m above sea level)
  • When notification is given of an operating hazard on information panels
